Narrative:

Maintenance supervisor at ZZZ1 informed me a maintenance controller would not allow an aircraft to continue with item deferred that morning regarding: passenger row 21 abc having 4 bolts securing seat with 1 of 4 loose in track, unable to tighten. I conferred with controller on why MEL reference inoperative'ing seats, not usable wouldn't be allowed. We disagreed. I then conferred with my quality assurance person and operations engineering who disagreed with controller. The quality assurance person went to tell controller he was wrong and aircraft could continue. Meantime, the station supervisor at ZZZ1 called back and I told him all would be ok. He asked if he could push aircraft from gate, I stated yes. The quality assurance and controller then were still discussing when controller stated he wouldn't allow, and when discussion held again with controller to where I heard his concerns, aircraft had taken off and was flying, I then made arrangements for aircraft to come on 2 legs to ZZZ for repair and assigned item for fix. I also updated deferral item stating seat security must be checked before each departure till repaired. I felt my quality assurance person and owner of MEL's would know if aircraft illegal for deferral and when they advised me, yes, I went with their expertise.

Title: AN A319 SEAT HAD 1 SEAT TRACK FASTENER THAT COULD NOT BE TIGHTENED. STOPPED BY MAINT CTLR FOR FIX. ITEM DEFERRED BY MAINT CTL MGR PER MEL.

Narrative: MAINT SUPVR AT ZZZ1 INFORMED ME A MAINT CTLR WOULD NOT ALLOW AN ACFT TO CONTINUE WITH ITEM DEFERRED THAT MORNING REGARDING: PAX ROW 21 ABC HAVING 4 BOLTS SECURING SEAT WITH 1 OF 4 LOOSE IN TRACK, UNABLE TO TIGHTEN. I CONFERRED WITH CTLR ON WHY MEL REF INOP'ING SEATS, NOT USABLE WOULDN'T BE ALLOWED. WE DISAGREED. I THEN CONFERRED WITH MY QUALITY ASSURANCE PERSON AND OPS ENGINEERING WHO DISAGREED WITH CTLR. THE QUALITY ASSURANCE PERSON WENT TO TELL CTLR HE WAS WRONG AND ACFT COULD CONTINUE. MEANTIME, THE STATION SUPVR AT ZZZ1 CALLED BACK AND I TOLD HIM ALL WOULD BE OK. HE ASKED IF HE COULD PUSH ACFT FROM GATE, I STATED YES. THE QUALITY ASSURANCE AND CTLR THEN WERE STILL DISCUSSING WHEN CTLR STATED HE WOULDN'T ALLOW, AND WHEN DISCUSSION HELD AGAIN WITH CTLR TO WHERE I HEARD HIS CONCERNS, ACFT HAD TAKEN OFF AND WAS FLYING, I THEN MADE ARRANGEMENTS FOR ACFT TO COME ON 2 LEGS TO ZZZ FOR REPAIR AND ASSIGNED ITEM FOR FIX. I ALSO UPDATED DEFERRAL ITEM STATING SEAT SECURITY MUST BE CHKED BEFORE EACH DEP TILL REPAIRED. I FELT MY QUALITY ASSURANCE PERSON AND OWNER OF MEL'S WOULD KNOW IF ACFT ILLEGAL FOR DEFERRAL AND WHEN THEY ADVISED ME, YES, I WENT WITH THEIR EXPERTISE.
