Narrative:
Aircraft #1 (PA34) flying northeast, south of azo, while descending on 045 degree heading under radar vectors on an IFR flight plan, was on collision course with aircraft #2 (PA44) 200 degree heading. Aircraft #1 took evasive maneuvers by turing left and missed aircraft #2 within 100-200 ft. No radar advisory was given to aircraft #1 about aircraft #2. Location was within 15 NM of azo class D airspace.
