Narrative:

After pushback, noticed 'equipment cooling exhaust off light' on. First officer and international relief officer instructed to work QRH page 15. Checklist accomplished, but off light remained on. I asked crew if they remembered system and after conferring with my cockpit panel notes, all agreed light should go out unless both fans are inoperative. Called in to maintenance and reference to MEL cleared things up and I was feeling we cold not take off. Maintenance met me at the deice pad and informed me the M-100 flow sensor stuck and both fans ok. He was able to un-stick sensor in east&east compartment and we all agreed ok to continue. Very disappointed that QRH not informative for my situation.
