Narrative:

Flight departed lga with 9080 pounds of fuel. Flight planned total fuel of 9018 pounds and en route burn of 6135 pounds. Domestic fuel policy up to 500 pounds or 10% of en route burn, whichever is greater be used for add fuel for flts that are not expected to experience any adverse WX or traffic/ATC delays. No WX or delays were experienced and flight was planned with 600 pounds of add fuel and a planned arrival fuel of 2563 pounds. Upon arrival, flight had 1840 pounds on board -- 723 pounds less than planned. Because of the inaccuracies of the flight planning system, the guidelines set forth in the fuel policy need to be re-evaluated to account for errors in fuel calculations from the flight planning system.
