Narrative:

While giving a flight instructor renewal examination, under far 61.47 and during a landing by the applicant, the word brakes came from the applicant. I implemented brakes and the aircraft transitioned onto its nose during the slow rollout of the landing. Ruled an incident by FAA safety inspector. 1) improve communication. 2) make sure both parties have access to good braking. Callback conversation with reporter revealed the following information: the pilot stated that because he was in the left seat as the examiner giving his examinee instructor in the right seat a renewal examination, he had control of the only brakes installed on the airplane. The right seat pilot made the landing and was slowing the aircraft, but the pilot in the right seat had no brakes. When the examinee wanted the examiner to stop the aircraft, he stated 'brakes' and the examiner simply stepped too hard on them, putting the aircraft on its nose. The only damage was the propeller.

Title: WHILE PERFORMING A FLT CHK, THE EXAMINER PRESSED ON THE BRAKES OF A STRAGGERWING BEECH BECAUSE HE MISUNDERSTOOD THE EXAMINEE'S WORDS. THE ACFT NOSED OVER.

Narrative: WHILE GIVING A FLT INSTRUCTOR RENEWAL EXAM, UNDER FAR 61.47 AND DURING A LNDG BY THE APPLICANT, THE WORD BRAKES CAME FROM THE APPLICANT. I IMPLEMENTED BRAKES AND THE ACFT TRANSITIONED ONTO ITS NOSE DURING THE SLOW ROLLOUT OF THE LNDG. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE PLT STATED THAT BECAUSE HE WAS IN THE L SEAT AS THE EXAMINER GIVING HIS EXAMINEE INSTRUCTOR IN THE R SEAT A RENEWAL EXAM, HE HAD CTL OF THE ONLY BRAKES INSTALLED ON THE AIRPLANE. THE R SEAT PLT MADE THE LNDG AND WAS SLOWING THE ACFT, BUT THE PLT IN THE R SEAT HAD NO BRAKES. WHEN THE EXAMINEE WANTED THE EXAMINER TO STOP THE ACFT, HE STATED 'BRAKES' AND THE EXAMINER SIMPLY STEPPED TOO HARD ON THEM, PUTTING THE ACFT ON ITS NOSE. THE ONLY DAMAGE WAS THE PROP.
