Narrative:

During preflight I luckily found the circuit breakers for the left and right airfoil ice protect control M-30 and N-30 pulled and collared with no supporting documentation. And when I say luckily found, by using black circuit breaker collars all that does is camouflage the fact that the circuit breaker is collared! How about requiring the use of red or white collars? Something that might contrast the field of black circuit breakers! Called maintenance, they came out checked the logbook and I believe called maintenance controller and then reset the circuit breakers, and signed off my entries for the circuit breakers in the maintenance log. I went back through the maintenance log entries and found that the overwing heater system, MEL 30-25 had been previously placarded inoperative and then repaired on oct/tue/04. Out of curiosity I checked the MEL and what does MEL 30-25 say? Pull and collar circuit breakers M-30 and N-30. I then think that there has to be an interim revision for this. But guess what? Special messages does not indicate that MEL 30-25 has an interim revision or MEL clarification. I went to the MEL website this morning and found that MEL 30-25 has a MEL clarification that revises the circuit breaker location to P-30 and R-30 on ex-air carrier Y aircraft. The current MEL interim revision and clarification program does not work. I continue to see occurrences where the MEL on board the aircraft is used instead of the MEL's that are affected by interim revisions or clarifications. A condition of issuing an MEL that has an interim revision or clarification should require that a current copy of the interim revision or clarification be placed in the aircraft logbook for reference by maintenance and flight crew. Disabling the wrong aircraft system is not a good thing.

THE CURRENT MEL INTERIM REVISION AND CLARIFICATION PROGRAM DOES NOT WORK. I CONTINUE TO SEE OCCURRENCES WHERE THE MEL ON BOARD THE ACFT IS USED INSTEAD OF THE MEL'S THAT ARE AFFECTED BY INTERIM REVISIONS OR CLARIFICATIONS.
