Narrative:

VFR flight from sua to sav on oct/sat/04. WX was crystal clear over the entire route of flight. I called 1-800-wxbrief from my cell phone at approximately XA00 local. I reached ft worth flight service station and spoke with a briefer. I gave him my type aircraft, registration number and route of flight. He asked if I wanted a full briefing. I stated that I did not need a full briefing, but I was calling to find out if there were any significant NOTAMS for my route of flight. (Information that any flight service office should have.) the briefer sounded busy, paused for a few seconds then, stating that he was in ft worth, quickly called out a phone number for mia flight service. I must have misunderstood the numbers and was unable to contact mia. Assuming that if there was anything as significant as a tfr, he would have mentioned it to me, I started my flight. I was cruising at 6500 ft squawking 1200 with altitude and approximately 25 KM south of dab a jet fighter passed off my right side. I attempted to contact the aircraft on 121.5, but all I heard was an ELT beeping tone and no voice. Not understanding why I was being intercepted, I continued on course and remained level at 6500 ft while trying to contact ATC. I was able to contact approach control. Approach vectored me to deland airport and gave me the dab tower phone number to contact once I was on the ground. I contacted the tower and explained to him what happened and I was given a phone number for air force area command. I talked with him and also explained the situation. Factors contributing to the incident: absolutely perfectly clear conditions causing complacency. Flight service not taking the time to do their job. Pilot not doing his due diligence and assuming if there was anything as significant as a tfr on his route of flight that the FSS would inform him no matter which region they are located in. By using a cell phone from an out of region area code I was connected to an out of the region FSS. Corrective actions: I will never fly without obtaining a full briefing regardless of the WX. Never assume anything.

Narrative: VFR FLT FROM SUA TO SAV ON OCT/SAT/04. WX WAS CRYSTAL CLR OVER THE ENTIRE RTE OF FLT. I CALLED 1-800-WXBRIEF FROM MY CELL PHONE AT APPROX XA00 LCL. THE BRIEFER SOUNDED BUSY, PAUSED FOR A FEW SECONDS THEN, STATING THAT HE WAS IN FT WORTH, QUICKLY CALLED OUT A PHONE NUMBER FOR MIA FLT SVC. I MUST HAVE MISUNDERSTOOD THE NUMBERS AND WAS UNABLE TO CONTACT MIA. ASSUMING THAT IF THERE WAS ANYTHING AS SIGNIFICANT AS A TFR, HE WOULD HAVE MENTIONED IT TO ME, I STARTED MY FLT. I WAS CRUISING AT 6500 FT SQUAWKING 1200 WITH ALT AND APPROX 25 KM S OF DAB A JET FIGHTER PASSED OFF MY R SIDE. I ATTEMPTED TO CONTACT THE ACFT ON 121.5, BUT ALL I HEARD WAS AN ELT BEEPING TONE AND NO VOICE. NOT UNDERSTANDING WHY I WAS BEING INTERCEPTED, I CONTINUED ON COURSE AND REMAINED LEVEL AT 6500 FT WHILE TRYING TO CONTACT ATC. I WAS ABLE TO CONTACT APCH CTL. APCH VECTORED ME TO DELAND ARPT AND GAVE ME THE DAB TWR PHONE NUMBER TO CONTACT ONCE I WAS ON THE GND. I CONTACTED THE TWR AND EXPLAINED TO HIM WHAT HAPPENED AND I WAS GIVEN A PHONE NUMBER FOR AIR FORCE AREA COMMAND. I TALKED WITH HIM AND ALSO EXPLAINED THE SIT. FACTORS CONTRIBUTING TO THE INCIDENT: ABSOLUTELY PERFECTLY CLR CONDITIONS CAUSING COMPLACENCY. FLT SVC NOT TAKING THE TIME TO DO THEIR JOB. PLT NOT DOING HIS DUE DILIGENCE AND ASSUMING IF THERE WAS ANYTHING AS SIGNIFICANT AS A TFR ON HIS RTE OF FLT THAT THE FSS WOULD INFORM HIM NO MATTER WHICH REGION THEY ARE LOCATED IN. BY USING A CELL PHONE FROM AN OUT OF REGION AREA CODE I WAS CONNECTED TO AN OUT OF THE REGION FSS. CORRECTIVE ACTIONS: I WILL NEVER FLY WITHOUT OBTAINING A FULL BRIEFING REGARDLESS OF THE WX. NEVER ASSUME ANYTHING.
