Narrative:

I was the dispatcher on a flight planned with no alternate and none was required. At or very near departure time the destination forecast WX was changed to require an alternate. I had more than 1 flight to amend and was not able to get this flight to amend flight plan before departure. The visibility was near 3 mi and ceiling just under 2000 ft, so I was not worried about it being an unsafe flight, just legality (far) issues. I believe the destination WX at destination became VFR and was VFR when he landed.
