Narrative:

I was working alone with all position combined. I hadn't had a break in 5 hours. FAA maintenance was requesting numerous radio checks with aircraft and other facilities (distraction). I was eating a meal at my position. When I requested an IFR clearance from center they issued a release time 3 mins later than the EDT (unusual). Normally I 'cock' the strip when something is unusual but I didn't this time. A C172 was transitioning through the class D from east to west. When the JS32 called ready for takeoff I put him into position and hold on runway 20. I could not see the C172 that reported overhead at 3000 ft. The sun would prevent the JS32 from seeing the C172. When I finally spotted the C172 I cleared the JS32 for takeoff without looking at the strip. The JS32 departed 2 mins early.

NORMALLY I 'COCK' THE STRIP WHEN SOMETHING IS UNUSUAL BUT I DIDN'T THIS TIME. A C172 WAS TRANSITIONING THROUGH THE CLASS D FROM E TO W. WHEN THE JS32 CALLED READY FOR TKOF I PUT HIM INTO POS AND HOLD ON RWY 20. I COULD NOT SEE THE C172 THAT RPTED OVERHEAD AT 3000 FT. THE SUN WOULD PREVENT THE JS32 FROM SEEING THE C172. WHEN I FINALLY SPOTTED THE C172 I CLRED THE JS32 FOR TKOF WITHOUT LOOKING AT THE STRIP. THE JS32 DEPARTED 2 MINS EARLY.
