Narrative:

I elected to expedite arrival to lga per request of onboard nurse tending an ill passenger. In expediting I used captain's emergency authority/authorized and requested expedited handling on arrival to lga. I was offered a visual approach to runway 31 and on descent to the airport maintained a speed in excess of 250 KIAS for a short time below 10000 ft. Additionally, I was issued traffic well in advance that a blimp was 'being moved' away from our arrival path, and we saw it visually from the final fix for the runway (runway 31 expressway visual approach). We did pass below the blimp as I turned final and did receive a TCASII warning. All involved were in radio contact, tower, blimp, and us, and we all had visual contact as the WX was clear, and we all agreed there was no conflict.

Title: B757-200 CREW HAD AN ILL PAX ABOARD THE ACFT. THERE WAS AN ONBOARD NURSE PAX THAT REQUESTED EXPEDITED HANDLING.

ADDITIONALLY, I WAS ISSUED TFC WELL IN ADVANCE THAT A BLIMP WAS 'BEING MOVED' AWAY FROM OUR ARR PATH, AND WE SAW IT VISUALLY FROM THE FINAL FIX FOR THE RWY (RWY 31 EXPRESSWAY VISUAL APCH). WE DID PASS BELOW THE BLIMP AS I TURNED FINAL AND DID RECEIVE A TCASII WARNING. ALL INVOLVED WERE IN RADIO CONTACT, TWR, BLIMP, AND US, AND WE ALL HAD VISUAL CONTACT AS THE WX WAS CLR, AND WE ALL AGREED THERE WAS NO CONFLICT.
