Narrative:

Aircraft #2 was wbound departure off pit to ord. Aircraft was climbed to FL280 which was a clean altitude. Numerous other aircraft stopped. Aircraft #2 from climbing higher, aircraft #2 was then issued a rerte for WX. The route turned aircraft #2 towards aircraft #1. Situation recognized before captain activated but actions were not in time to stop loss of separation. No associate at time, but I'm sure user request evaluation tool showed aircraft together. We have 4TH line data tags. Now maybe somehow incorporate aircraft confliction status on scope.
