Narrative:

Aircraft Y checked on at 16000 ft requesting higher. I climbed him to FL200. After several mins, he was still below FL180 so I gave him 10 mi north of ccv at 10000 ft. He continued his climb to FL200. Aircraft Y was a departure northbound at FL190. Aircraft X was slow and I had several aircraft I was trying to vector around him and descend into orf and still miss the aircraft Y. I overlooked aircraft Y with aircraft X and aircraft X started his descent as soon as he passed aircraft Y and caused the loss of separation.

Narrative: ACFT Y CHKED ON AT 16000 FT REQUESTING HIGHER. I CLBED HIM TO FL200. AFTER SEVERAL MINS, HE WAS STILL BELOW FL180 SO I GAVE HIM 10 MI N OF CCV AT 10000 FT. HE CONTINUED HIS CLB TO FL200. ACFT Y WAS A DEP NBOUND AT FL190. ACFT X WAS SLOW AND I HAD SEVERAL ACFT I WAS TRYING TO VECTOR AROUND HIM AND DSND INTO ORF AND STILL MISS THE ACFT Y. I OVERLOOKED ACFT Y WITH ACFT X AND ACFT X STARTED HIS DSCNT AS SOON AS HE PASSED ACFT Y AND CAUSED THE LOSS OF SEPARATION.
