Narrative:
On aug/sat/04, at XA20 hours, dulles tower (iad) cleared my aircraft to land on runway 19R. After touching down on runway 19R, dulles tower controller, directed me to exit onto Y5. Once I had cleared the runway pavement and taxied onto Y5, dulles tower cleared another aircraft for takeoff on runway 19R. I slowed my aircraft down to a normal taxi speed (not fast enough for takeoff). The tower controller immediately came on the tower frequency and directed me to continue taxiing on Y5 and clear the runway. I was also directed to call the tower, once parked at the FBO. I did call and the tower supervisor stated that he or she felt there was a pilot deviation, during this event and he or she was going to file an investigation with the FAA, dsm office. I advised the tower supervisor that, I never deviated from the tower controller's instruction and that the tower controller should never have cleared another aircraft for takeoff, until, I had cleared the runway. Dulles tower supervisor filed the investigation report.

Title: SBR1 FLT CREW IS ADMONISHED BY IAD LCL CTLR FOR NOT CLRING RWY AFTER TURNING ON TXWY.
Narrative: ON AUG/SAT/04, AT XA20 HRS, DULLES TWR (IAD) CLRED MY ACFT TO LAND ON RWY 19R. AFTER TOUCHING DOWN ON RWY 19R, DULLES TWR CTLR, DIRECTED ME TO EXIT ONTO Y5. ONCE I HAD CLRED THE RWY PAVEMENT AND TAXIED ONTO Y5, DULLES TWR CLRED ANOTHER ACFT FOR TKOF ON RWY 19R. I SLOWED MY ACFT DOWN TO A NORMAL TAXI SPD (NOT FAST ENOUGH FOR TKOF). THE TWR CTLR IMMEDIATELY CAME ON THE TWR FREQ AND DIRECTED ME TO CONTINUE TAXIING ON Y5 AND CLR THE RWY. I WAS ALSO DIRECTED TO CALL THE TWR, ONCE PARKED AT THE FBO. I DID CALL AND THE TWR SUPVR STATED THAT HE OR SHE FELT THERE WAS A PLTDEV, DURING THIS EVENT AND HE OR SHE WAS GOING TO FILE AN INVESTIGATION WITH THE FAA, DSM OFFICE. I ADVISED THE TWR SUPVR THAT, I NEVER DEVIATED FROM THE TWR CTLR'S INSTRUCTION AND THAT THE TWR CTLR SHOULD NEVER HAVE CLRED ANOTHER ACFT FOR TKOF, UNTIL, I HAD CLRED THE RWY. DULLES TWR SUPVR FILED THE INVESTIGATION RPT.
