Narrative:

When I reviewed the notes for jnu, I glanced over the note about winds not being available. With clear skies and calm winds at the airport and the 2 other anemometers reporting 2 KTS of wind, the best choice to expedite our arrival was the RNAV xx. We first checked the hill winds prior to departing. Mountain wind was 'not available' at that time. I was caught in the familiar situation at jnu where it is not uncommon for one of the anemometer reports to be not available. I had forgotten the note that 'mountain wind must be operative' regardless of the WX. On arrival, jnu operations reported virtually the same winds with again wind 'not available.' the arrival was uneventful. I only became aware of our error when, as I was signing the new release for the leg to ZZZ1 an amended release was sent from dispatch, deleting RNAV as a takeoff option. This occurred because the operations agent had just called dispatcher reminding them of wind conditions.

Title: B737 CREW DEPARTED THE ORIGINATING STATION WITHOUT A REQUIRED MOUNTAIN TOP WIND RPT FOR THE DESIRED RWY AT THE DEST ARPT.

Narrative: WHEN I REVIEWED THE NOTES FOR JNU, I GLANCED OVER THE NOTE ABOUT WINDS NOT BEING AVAILABLE. WITH CLR SKIES AND CALM WINDS AT THE ARPT AND THE 2 OTHER ANEMOMETERS RPTING 2 KTS OF WIND, THE BEST CHOICE TO EXPEDITE OUR ARR WAS THE RNAV XX. WE FIRST CHKED THE HILL WINDS PRIOR TO DEPARTING. MOUNTAIN WIND WAS 'NOT AVAILABLE' AT THAT TIME. I WAS CAUGHT IN THE FAMILIAR SIT AT JNU WHERE IT IS NOT UNCOMMON FOR ONE OF THE ANEMOMETER RPTS TO BE NOT AVAILABLE. I HAD FORGOTTEN THE NOTE THAT 'MOUNTAIN WIND MUST BE OPERATIVE' REGARDLESS OF THE WX. ON ARR, JNU OPS RPTED VIRTUALLY THE SAME WINDS WITH AGAIN WIND 'NOT AVAILABLE.' THE ARR WAS UNEVENTFUL. I ONLY BECAME AWARE OF OUR ERROR WHEN, AS I WAS SIGNING THE NEW RELEASE FOR THE LEG TO ZZZ1 AN AMENDED RELEASE WAS SENT FROM DISPATCH, DELETING RNAV AS A TKOF OPTION. THIS OCCURRED BECAUSE THE OPS AGENT HAD JUST CALLED DISPATCHER REMINDING THEM OF WIND CONDITIONS.
