Narrative:

Routine IFR pick-up while on ground. Pilot states tried 5 times to make contact with ZOB while on ground at hmz. Never heard him. He departed VFR and when airborne, IFR traffic prevented issuance of clearance, he became abusive. Politely explained he needed to go back to hmz and called FSS to get clearance. Controller way too busy to have an ATP rated pilot not even attempt to use FSS -- just jump on ZOB and be disruptive (needs to reread aim). Also, just before this, aircraft departed jst with IFR on file but opted to ask ZOB while in air for IFR clearance. No delay encountered at jst. He just decided to forego tower clearance delivery service at jst and use of my 'D' person. So got in air and climbed towards traffic that had just departed aoo (IFR) causing IFR traffic to take evasive action. All this while sector had over 15 other aircraft, including void time departure, requested coordination with pit approach. Pilots were inconsiderate, demanding, disruptive, inflexible and rude! Also normal position of sector was broken (took all day to fix), causing adjacent controllers to inquire why the unusual sector number and unusual frequency.

Title: ZOB ARTCC RADAR CTLR WORKING COMBINED POS UNABLE TO PROVIDE AN IFR CLRNC TO AN IRATE C560 PLT AIRBORNE OFF AN UNCTLED ARPT WITHOUT FILING AN IFR FLT PLAN.

CTLR WAY TOO BUSY TO HAVE AN ATP RATED PLT NOT EVEN ATTEMPT TO USE FSS -- JUST JUMP ON ZOB AND BE DISRUPTIVE (NEEDS TO REREAD AIM). ALSO, JUST BEFORE THIS, ACFT DEPARTED JST WITH IFR ON FILE BUT OPTED TO ASK ZOB WHILE IN AIR FOR IFR CLRNC. NO DELAY ENCOUNTERED AT JST. HE JUST DECIDED TO FOREGO TWR CLRNC DELIVERY SVC AT JST AND USE OF MY 'D' PERSON. SO GOT IN AIR AND CLBED TOWARDS TFC THAT HAD JUST DEPARTED AOO (IFR) CAUSING IFR TFC TO TAKE EVASIVE ACTION. ALL THIS WHILE SECTOR HAD OVER 15 OTHER ACFT, INCLUDING VOID TIME DEP, REQUESTED COORD WITH PIT APCH. PLTS WERE INCONSIDERATE, DEMANDING, DISRUPTIVE, INFLEXIBLE AND RUDE!
