Narrative:

During descent for final approach and slowing to 180 KTS, first officer asked for flaps 5 degrees at about 220 KTS. I (captain) selected flaps 5 degrees and noticed no flap movement on flap indicator or amber leading edge in-transit light. Told first officer to maintain 210 KTS and informed ATC we would need to discontinue approach to work on a flight control problem. Checked hydraulic pressure and quantity to find all normal. Referenced QRH trailing edge flap disagree. Spoke with dispatch and maintenance. Maintenance asked me to cycle leading edge dc circuit breaker, after ensuring that flap handle was up. Proceeded with all flaps and landing. Determined 4900 ft of runway length required from odm. Asked first officer to check on field conditions and we would need runway 27R. Determined vref of 177 KTS. I spoke with flight attendant and passenger. I took control of the aircraft and first officer completed descent, approach and landing checklist. Declared an emergency and completed approach and landing. Flap malfunction checklist has always been very confusing. I continued for 2 days to review my actions, including reviewing QRH. After 2 days I realized that I went from trailing edge disagree to all flaps up landing incorrectly. I should have completed trailing edge flaps up landing checklist. This checklist would have led me to use the alternate flaps master switch to extend leading edge devices and lower vref by 15 KTS.
