I was the lead technician for aircraft X when it gate returned due to the pilots inability to fasten their shoulder straps. I found the captain's guide for the harness clamping the belt. I reversed the guide so the slot now allowed the belt to operate. The first officer's seat was similarly clamped. I reversed this one also and operations checked both harnesses. After maintenance was accomplished, I moved the first officer's seat forward and found an 8

Title: A B737-700 RETURNED TO THE GATE DUE TO THE FLT CREW UNABLE TO EXTEND THEIR SHOULDER HARNESS STRAPS.

Narrative: I WAS THE LEAD TECHNICIAN FOR ACFT X WHEN IT GATE RETURNED DUE TO THE PLTS INABILITY TO FASTEN THEIR SHOULDER STRAPS. I FOUND THE CAPT'S GUIDE FOR THE HARNESS CLAMPING THE BELT. I REVERSED THE GUIDE SO THE SLOT NOW ALLOWED THE BELT TO OPERATE. THE FO'S SEAT WAS SIMILARLY CLAMPED. I REVERSED THIS ONE ALSO AND OPS CHKED BOTH HARNESSES. AFTER MAINT WAS ACCOMPLISHED, I MOVED THE FO'S SEAT FORWARD AND FOUND AN 8
