Narrative:

During climb, ZTL cleared our flight to proceed direct to meridian VOR to maintain FL280. Immediately upon leveloff, first officer sighted a WX balloon at our 11 O'clock position at our altitude. I looked to my left and saw the balloon pass within 100 ft of our aircraft. We advised ZTL of the balloon which they were apparently unaware of. No aircraft maneuvers were accomplished by the first officer since we sighted the balloon with no reaction time available.
