Narrative:

On approach to ewr, crew selected flaps 10 degrees, flaps extended to flaps 7 degrees and stopped. First officer was flying, so captain followed the QRH procedure. Captain also informed company, maintenance, flight attendants, and gave PA to passenger. QRH procedure called for a flaps 15 degree landing. We landed aircraft normally. Captain declared emergency for precautionary reasons. Supplemental information from acn 622210: the flap needles were symmetric and the led's appeared normal. Circuit breakers were checked and all were in.
