Narrative:

At approximately XA50, aircraft #1 called departing from a satellite airport approximately 8 mi southwest of the primary airport. I instructed the pilot to make straight-in approach to runway 1. 2 F16's were approximately 10 mi on final to intersecting runway 33, making an in-trail ILS-DME approach (approximately 2 mi between flight elements). The F16's were cleared for option. In the meantime, I had noted aircraft #1 ARTS acquire in the vicinity of the primary airport and estimated 5 mins until the aircraft arrived at the primary airport. I performed a couple of additional duties, then observed the first F16 crossing the landing threshold and the second F16 approximately 1 1/2 mi on final. I looked at the tower BRITE for aircraft #1's ARTS tag and didn't observe it. I then observed movement on runway 1. It was aircraft #1 executing a touch and go (between the 2 F16 flight elements). This pilot was doing this without clearance. No corrective action was effected because the operation, even though resulting in loss of separation, was safe. Safety might have been compromised if action had been taken. The incident was reported to watch supervisor as required by FAA order.

THIS PLT WAS DOING THIS WITHOUT CLRNC. NO CORRECTIVE ACTION WAS EFFECTED BECAUSE THE OP, EVEN THOUGH RESULTING IN LOSS OF SEPARATION, WAS SAFE. SAFETY MIGHT HAVE BEEN COMPROMISED IF ACTION HAD BEEN TAKEN. THE INCIDENT WAS RPTED TO WATCH SUPVR AS REQUIRED BY FAA ORDER.
