Narrative:

For a period of 4 hours before the occurrence, the approach radar at nassau international was inoperative. There were extensive ground delays and the clearance and ground controllers were extremely busy. In addition, my radio calls seemed intermittent in transmission and, therefore, the ground controller did not respond at my calls. There were also multiple blocked xmissions. After intervention from another aircraft I established direct 2-WAY radio communication with the ground controller. The ground controller cleared me to taxi from the FBO and hold short of runway 14. I taxied up and held short at runway 14. After a few mins of intense radio to expedite a runway 14 crossing and to turn left at taxiway H to holding point runway 14. To my best recollection and understanding, this is what I read back. After crossing runway 14, I turned left and taxied on taxiway H. Taxiway H encroaches runway 9/27 at the runway 27 threshold. This is where I crossed runway 9/27. While crossing the runway, I observed a heavy jet taxiing and exiting the runway about 1 3/4 mi distance from my position. After the crossing, the ground controller accused me of crossing an active runway while a passenger jet was landing. I told her I did not receive hold short instructions and did not read back a hold short instruction. From my position, I did not observe the landing aircraft until I was on the runway. There was no further radio communication regarding this matter. Thinking over what happened and considering the level of traffic and radio congestion, hold short instructions could have been blocked from reaching me. The controller did not pick up on the missing 'hold short' component of her instruction in my readback and, therefore, she did not clarify. I always verify before crossing any runway but on that particular day, I did not because of the workload of the controller and the frequency congestion. Next time I will -- however long it takes. The rest of the flight was uneventful.

Title: PA31 PLT HAD A RWY INCURSION AT MYNN.

Narrative: FOR A PERIOD OF 4 HRS BEFORE THE OCCURRENCE, THE APCH RADAR AT NASSAU INTL WAS INOP. THERE WERE EXTENSIVE GND DELAYS AND THE CLRNC AND GND CTLRS WERE EXTREMELY BUSY. AFTER A FEW MINS OF INTENSE RADIO TO EXPEDITE A RWY 14 XING AND TO TURN L AT TXWY H TO HOLDING POINT RWY 14. TO MY BEST RECOLLECTION AND UNDERSTANDING, THIS IS WHAT I READ BACK. AFTER XING RWY 14, I TURNED L AND TAXIED ON TXWY H. TXWY H ENCROACHES RWY 9/27 AT THE RWY 27 THRESHOLD. THIS IS WHERE I CROSSED RWY 9/27. WHILE XING THE RWY, I OBSERVED A HVY JET TAXIING AND EXITING THE RWY ABOUT 1 3/4 MI DISTANCE FROM MY POS. AFTER THE XING, THE GND CTLR ACCUSED ME OF XING AN ACTIVE RWY WHILE A PAX JET WAS LNDG. I TOLD HER I DID NOT RECEIVE HOLD SHORT INSTRUCTIONS AND DID NOT READ BACK A HOLD SHORT INSTRUCTION. FROM MY POS, I DID NOT OBSERVE THE LNDG ACFT UNTIL I WAS ON THE RWY. THERE WAS NO FURTHER RADIO COM REGARDING THIS MATTER. THINKING OVER WHAT HAPPENED AND CONSIDERING THE LEVEL OF TFC AND RADIO CONGESTION, HOLD SHORT INSTRUCTIONS COULD HAVE BEEN BLOCKED FROM REACHING ME. THE CTLR DID NOT PICK UP ON THE MISSING 'HOLD SHORT' COMPONENT OF HER INSTRUCTION IN MY READBACK AND, THEREFORE, SHE DID NOT CLARIFY. I ALWAYS VERIFY BEFORE XING ANY RWY BUT ON THAT PARTICULAR DAY, I DID NOT BECAUSE OF THE WORKLOAD OF THE CTLR AND THE FREQ CONGESTION. NEXT TIME I WILL -- HOWEVER LONG IT TAKES. THE REST OF THE FLT WAS UNEVENTFUL.
