Narrative:

I received a full weather briefing in teb for the flight to and from jyo (leesburg). I was not reminded of the ADIZ at my destination. Shortly after arrival at jyo from teb, I filed an IFR flight plan to akr. During taxi for takeoff to akr my first officer made several attempts to contact ATC over the radio to obtain our IFR clearance. Without any response from ATC we tried to call ATC directly via cell phone, again no answer. Not knowing we were in the ADIZ I decided to depart VFR and pick up my clearance during the climb. I was aware of the class B airspace and immediately turned to the west and leveled off at 1400 ft to avoid the class B. I contacted ATC after takeoff and was informed that I had penetrated the ADIZ. I was informed of the significance of this issue and was instructed to call the FAA when I landed. I was aware that the ADIZ zone prohibited pilots from squawking 1200, but I didn't realize the extent of the area covered. I thought the ADIZ only surrounded the immediate D.C. Area. I believe the ADIZ warning NOTAMS should not be included in the overwhelming amount of fdc NOTAMS. In my experience, pilots and weather briefers will not always check the fdc NOTAMS because they consist of unclear, redundant, irrelevant information most of the time. I think the NOTAM should be listed with the distant (D) and local (left) NOTAMS.

Title: AN HS125 FLKT CREW TAKES OFF FROM JYO WITHIN THE DC ADIZ, WITHOUT FIRST OBTAINING AND ACTIVATING AN ADIZ CLRNC.

Narrative: I RECEIVED A FULL WEATHER BRIEFING IN TEB FOR THE FLT TO AND FROM JYO (LEESBURG). I WAS NOT REMINDED OF THE ADIZ AT MY DEST. SHORTLY AFTER ARR AT JYO FROM TEB, I FILED AN IFR FLT PLAN TO AKR. DURING TAXI FOR TKOF TO AKR MY FO MADE SEVERAL ATTEMPTS TO CONTACT ATC OVER THE RADIO TO OBTAIN OUR IFR CLRNC. WITHOUT ANY RESPONSE FROM ATC WE TRIED TO CALL ATC DIRECTLY VIA CELL PHONE, AGAIN NO ANSWER. NOT KNOWING WE WERE IN THE ADIZ I DECIDED TO DEPART VFR AND PICK UP MY CLRNC DURING THE CLB. I WAS AWARE OF THE CLASS B AIRSPACE AND IMMEDIATELY TURNED TO THE WEST AND LEVELED OFF AT 1400 FT TO AVOID THE CLASS B. I CONTACTED ATC AFTER TKOF AND WAS INFORMED THAT I HAD PENETRATED THE ADIZ. I THINK THE NOTAM SHOULD BE LISTED WITH THE DISTANT (D) AND LOCAL (L) NOTAMS.
