Narrative:

On maximum power takeoff runway 22, right engine N1 decreased to approximately 30% when climb power was selected. Tower was notified and an emergency was declared. Turned downwind and complied with engine failure/in-flight shutdown checklist. Returned to runway 22 and made an overweight landing. Crash fire rescue equipment inspected aircraft and we subsequently returned to the gate.
