Narrative:

On maximum power takeoff runway 22, right engine N1 decreased to approximately 30% when climb power was selected. Tower was notified and an emergency was declared. Turned downwind and complied with engine failure/in-flight shutdown checklist. Returned to runway 22 and made an overweight landing. Crash fire rescue equipment inspected aircraft and we subsequently returned to the gate.

Title: INFLT ENG SHUTDOWN AND RETURN TO LAND MANDATED TO FLT CREW OF A DEP MD80 AFTER TKOF FROM RWY 22 AT ELP, TX.

Narrative: ON MAX PWR TKOF RWY 22, R ENG N1 DECREASED TO APPROX 30% WHEN CLB PWR WAS SELECTED. TWR WAS NOTIFIED AND AN EMER WAS DECLARED. TURNED DOWNWIND AND COMPLIED WITH ENG FAILURE/INFLT SHUTDOWN CHKLIST. RETURNED TO RWY 22 AND MADE AN OVERWT LNDG. CFR INSPECTED ACFT AND WE SUBSEQUENTLY RETURNED TO THE GATE.
