Narrative:

After takeoff at dtw at a altitude of 400 ft AGL I called for flaps up and started a left turn to our assigned heading of 140 degrees. At this point we got fluctuation in power on the left engine. Power dropped to 25 percent torque and propeller RPM was down to 400 from a normal 1200 RPM. Engine was then manually shut down, and we returned for an uneventful landing on 21L in dtw.
