Narrative:

Rj wbound at 8000 ft, DH8A sebound 7500 ft, climbing. I turned rj southeast heading 130 degrees, descending to 3000 ft. The other controller turned DH8 southwest heading 240 degrees. No conflict alert, aircraft was no less than 3 mi apart and 1000 ft MSL. Cause: the rj initially accepted a clearance for the visual approach for runway 35, then later said was unable runway 35. This caused me to vector the aircraft in trail with other arrs from over terri inbound to phl. I immediately coordinated holding vcn (cedar lake) VOR and terri arrs with ZDC, which didn't answer the landline. The other controller asked, was I watching the DH8, which I immediately issued traffic and control instructions to turn and descend. Supplemental information from acn 616565: the DH8 departed phl and climbed to 9000 ft on a 240 degree heading. When I turned the DH8 left direct ood, I noticed the crj at 8000 ft heading nwbound towards the DH8. I turned the DH8 right to 240 degrees to avoid the crj.

Title: AN RJ AND A DH8 DID NOT HAVE LEGAL SEPARATION AFTER THE APCH CTLRS DID NOT ENSURE REQUIRED SEPARATION.

Narrative: RJ WBOUND AT 8000 FT, DH8A SEBOUND 7500 FT, CLBING. I TURNED RJ SE HDG 130 DEGS, DSNDING TO 3000 FT. THE OTHER CTLR TURNED DH8 SW HDG 240 DEGS. NO CONFLICT ALERT, ACFT WAS NO LESS THAN 3 MI APART AND 1000 FT MSL. CAUSE: THE RJ INITIALLY ACCEPTED A CLRNC FOR THE VISUAL APCH FOR RWY 35, THEN LATER SAID WAS UNABLE RWY 35. THIS CAUSED ME TO VECTOR THE ACFT IN TRAIL WITH OTHER ARRS FROM OVER TERRI INBOUND TO PHL. I IMMEDIATELY COORDINATED HOLDING VCN (CEDAR LAKE) VOR AND TERRI ARRS WITH ZDC, WHICH DIDN'T ANSWER THE LANDLINE. THE OTHER CTLR ASKED, WAS I WATCHING THE DH8, WHICH I IMMEDIATELY ISSUED TFC AND CTL INSTRUCTIONS TO TURN AND DSND. SUPPLEMENTAL INFO FROM ACN 616565: THE DH8 DEPARTED PHL AND CLBED TO 9000 FT ON A 240 DEG HDG. WHEN I TURNED THE DH8 L DIRECT OOD, I NOTICED THE CRJ AT 8000 FT HDG NWBOUND TOWARDS THE DH8. I TURNED THE DH8 R TO 240 DEGS TO AVOID THE CRJ.
