Narrative:

I was the captain of flight. WX on ATIS going into jfk was approximately 2000 ft overcast, good visibility, winds out of the south at 15-20 KTS. Cleared for VOR 13L approach. We noticed on final about 45 KT tailwind at 3000 ft. Descended down to minimums of 800 ft still IFR. Went around as did several aircraft behind us, vectored for ILS runway 22L. Broke out below 400 ft MSL. No way should approach have been shooting this visual approach to runway 13L under these conditions. It seems like they do this until someone goes around and then they (approach) go to plan B. The fact that it was an all-nighter didn't help. Supplemental information from acn 615748: crossed cri at 1900 ft (1500 ft mandatory per the procedure). Got down to MDA of 800 ft MSL by missed approach of 2.6 DME. I called 'missed approach point,' but PF did not go around. He asked if I could see anything and I replied that I could not. Just then, kennedy approach called us with a low altitude alert. They asked if we could see the 'lights,' referring to the lead-in lights for runway 13L. I replied that we could not, and stated that we were executing a missed approach.
