Narrative:

At approximately 65 mi east of cnx, while flying at FL390, I received a TA shortly followed by an RA to descend. The traffic, a B-52, was visible at 10 O'clock position and in a hard right turn at our altitude. The RA only gave 2 descend commands then went silent. I initially disconnected the autoplt. However, after analyzing the threat, I elected not to descend. The B-52 got within 3 mi. I contacted ZAB to report the incident. I also called ZAB once I got to lax to discuss the event with a supervisor. I was told the crew of the B-52 turned off their transponder during the event.

Title: ENRTE WBOUND AT FL390, S OF CNX VORTAC, RECEIVING A TCASII TA AND RA, A B777 FLT CREW TAKE PRECAUTIONARY ACTION OBSERVING A SAME ALT B-52 IN A TURN WITHIN 3 MI.

Narrative: AT APPROX 65 MI E OF CNX, WHILE FLYING AT FL390, I RECEIVED A TA SHORTLY FOLLOWED BY AN RA TO DSND. THE TFC, A B-52, WAS VISIBLE AT 10 O'CLOCK POS AND IN A HARD R TURN AT OUR ALT. THE RA ONLY GAVE 2 DSND COMMANDS THEN WENT SILENT. I INITIALLY DISCONNECTED THE AUTOPLT. HOWEVER, AFTER ANALYZING THE THREAT, I ELECTED NOT TO DSND. THE B-52 GOT WITHIN 3 MI. I CONTACTED ZAB TO RPT THE INCIDENT. I ALSO CALLED ZAB ONCE I GOT TO LAX TO DISCUSS THE EVENT WITH A SUPVR. I WAS TOLD THE CREW OF THE B-52 TURNED OFF THEIR XPONDER DURING THE EVENT.
