Narrative:

I was the PF on final approach to runway 16R at rjaa. Gear down, flaps 20 degrees and final approach checklist completed. Wind at 4000 ft was 50 KTS, ATIS was calling 19 KTS. Tower started issuing gusting wind advisories. Both first officer (PNF) and I were straining to understand what tower controller was saying. We both were preoccupied and at 500 ft got the 'too low, gear' warning. First officer called for a go around and we executed a missed approach. We were vectored around for normal landing.
