Narrative:

On numerous approachs in IMC to GGG ILS runway 13, inside a 1/4 mile, just inside the highway, the ILS localizer guides the aircraft left of center line, past the left edge of the runway. I have always discontinued use of the autopilot at this point so I do not know how far it will take you. I have made numerous reports to GGG tower, it still continues. This occurs in different aircraft. Callback conversation with reporter revealed the following information: reporter advises that the runway in question is runway 13. There is no ILS approach to 31. He stressed the fact that the misalignment occurs just prior to decision altitude and if followed closely, as with an automatic coupled approach, which is mandated by his air carrier, results in the aircraft being left of the runway edge at a critical phase of flight. Reporter stated that he is aware of this anomaly being reported to the local tower several times. He further stated that his reports to his air carrier resulted in the response that GGG had received no complaints.

Title: PLT OF SF3 RPTS THAT LOCALIZER SIGNAL FOR RWY 13 ILS IAP DISPLACES TO THE L OF THE RWY EDGE AT OR NEAR DECISION ALT.

Narrative: ON NUMEROUS APCHS IN IMC TO GGG ILS RWY 13, INSIDE A 1/4 MILE, JUST INSIDE THE HIGHWAY, THE ILS LOCALIZER GUIDES THE ACFT L OF CENTER LINE, PAST THE L EDGE OF THE RWY. I HAVE ALWAYS DISCONTINUED USE OF THE AUTOPILOT AT THIS POINT SO I DO NOT KNOW HOW FAR IT WILL TAKE YOU. I HAVE MADE NUMEROUS RPTS TO GGG TWR, IT STILL CONTINUES. THIS OCCURS IN DIFFERENT ACFT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR ADVISES THAT THE RWY IN QUESTION IS RWY 13. THERE IS NO ILS APCH TO 31. HE STRESSED THE FACT THAT THE MISALIGNMENT OCCURS JUST PRIOR TO DECISION ALT AND IF FOLLOWED CLOSELY, AS WITH AN AUTO COUPLED APCH, WHICH IS MANDATED BY HIS ACR, RESULTS IN THE ACFT BEING L OF THE RWY EDGE AT A CRITICAL PHASE OF FLT. RPTR STATED THAT HE IS AWARE OF THIS ANOMALY BEING RPTED TO THE LOCAL TWR SEVERAL TIMES. HE FURTHER STATED THAT HIS RPTS TO HIS ACR RESULTED IN THE RESPONSE THAT GGG HAD RECEIVED NO COMPLAINTS.
