Narrative:

I was flying as sic (PNF) in a ce-510. We were cleared for ILS runway 33 at ZZZ. Captain flew the approach and I made the callouts. Autoplt was disengaged at approximately 250 ft AGL and speed was 115 KIAS. Last AWOS was wind 270 degrees at 6 KTS, which I reported to captain. Light rain at this point. Windshear was wet and runway lights were on high intensity. Approach was continued below decision ht, visually, speed was vref +10 KTS and slightly high on glide path. Remembered seeing 3 whites on PAPI. Approximately 30 ft, I called 'centerline,' very shortly (less than 2 seconds), I called 'way right of centerline' and then we touched down, angled 20 degrees off centerline and 10-15 ft from runway edge. Airplane continued off the runway and eventually stopped approximately 1500 ft in the grass. I think it would have been very difficult for me to 'wrestle' the controls and try to correct the situation. I think there was some optical illusions and captain not responding to safety callouts.

APCH WAS CONTINUED BELOW DECISION HT, VISUALLY, SPD WAS VREF +10 KTS AND SLIGHTLY HIGH ON GLIDE PATH. REMEMBERED SEEING 3 WHITES ON PAPI. APPROX 30 FT, I CALLED 'CTRLINE,' VERY SHORTLY (LESS THAN 2 SECONDS), I CALLED 'WAY R OF CTRLINE' AND THEN WE TOUCHED DOWN, ANGLED 20 DEGS OFF CTRLINE AND 10-15 FT FROM RWY EDGE. AIRPLANE CONTINUED OFF THE RWY AND EVENTUALLY STOPPED APPROX 1500 FT IN THE GRASS. I THINK IT WOULD HAVE BEEN VERY DIFFICULT FOR ME TO 'WRESTLE' THE CTLS AND TRY TO CORRECT THE SIT. I THINK THERE WAS SOME OPTICAL ILLUSIONS AND CAPT NOT RESPONDING TO SAFETY CALLOUTS.
