Narrative:

Air carrier X landed at XA57Z and arrived at gate at XB01Z, about 6 mins late. While waiting for the jetway, and with an inoperable APU, we left the #1 engine running. Before the jetway was even moving towards the aircraft, and with #1 engine still running (anti-collision beacon was on), we noticed that the fuel quantity was increasing! Without notifying the cockpit crew, the fueler for the next flight had started refueling our aircraft with a full load of passenger still on board, an engine running, and no jetway attached to the aircraft. We notified air carrier ramp control, who later asked us to call the fuel center directly. When the captain returned from calling them (as the passenger were deplaning), he passed to me that the fuel center had said that there was nothing wrong with what the fueler was doing. Any guess as to how many far's and company safety regulations and sops were violated by the fueler in this incident? And nothing was wrong? Callback conversation with reporter revealed the following information: the reporter contacted his chief pilot and briefed him on the incident. A company investigation has begun. The pilot participated in a conference call with all parties involved. They had not contacted the pilot with any findings as of this date. The pilot considers this incident closed.

Title: A320 CREW FOUND THEY WERE BEING FUELED WITH AN ENG RUNNING, WITH THE ROTATING BEACON STILL ON, WITH PAX ON BOARD, WITHOUT A JETWAY OR OPEN CABIN DOOR. COMPANY OPS INDICATED NOTHING WAS WRONG.

BEFORE THE JETWAY WAS EVEN MOVING TOWARDS THE ACFT, AND WITH #1 ENG STILL RUNNING (ANTI-COLLISION BEACON WAS ON), WE NOTICED THAT THE FUEL QUANTITY WAS INCREASING! WITHOUT NOTIFYING THE COCKPIT CREW, THE FUELER FOR THE NEXT FLT HAD STARTED REFUELING OUR ACFT WITH A FULL LOAD OF PAX STILL ON BOARD, AN ENG RUNNING, AND NO JETWAY ATTACHED TO THE ACFT. WE NOTIFIED ACR RAMP CTL, WHO LATER ASKED US TO CALL THE FUEL CTR DIRECTLY. WHEN THE CAPT RETURNED FROM CALLING THEM (AS THE PAX WERE DEPLANING), HE PASSED TO ME THAT THE FUEL CTR HAD SAID THAT THERE WAS NOTHING WRONG WITH WHAT THE FUELER WAS DOING. ANY GUESS AS TO HOW MANY FAR'S AND COMPANY SAFETY REGS AND SOPS WERE VIOLATED BY THE FUELER IN THIS INCIDENT? AND NOTHING WAS WRONG? CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR CONTACTED HIS CHIEF PLT AND BRIEFED HIM ON THE INCIDENT. A COMPANY INVESTIGATION HAS BEGUN. THE PLT PARTICIPATED IN A CONFERENCE CALL WITH ALL PARTIES INVOLVED. THEY HAD NOT CONTACTED THE PLT WITH ANY FINDINGS AS OF THIS DATE. THE PLT CONSIDERS THIS INCIDENT CLOSED.
