Narrative:

Just after passing by phx, while en route from dfw to ont, the #4 flight attendant advised me that she had observed the passenger in seat xa using his cell phone and that when she told him that he couldn't use it in flight he gave her a 'yeah, yeah' type of reply but continued talking on it. She said that although he had been somewhat argumentative he had finally complied. She also informed me that this same passenger had behaved strangely during their preflight safety demonstration 'hollering' and 'cheering' but had settled down when instructed to do so, and that he had 'conked out' shortly after takeoff. A few mins later, I was informed that this same passenger was again using his cell phone. At this time I contacted ont operations and advised them of the situation and requested that the flight be met by the authorities and that this passenger be escorted from the aircraft. Arriving at the gate we were met by a number of law enforcement officers who escorted the individual from the aircraft without any apparent further incident.
