Narrative:
An engineering change order, step 5, requires a purge and drain check of the primary and alternate pitot static system per maintenance manual. We also are tasked with completion of job card 1 and B along with engineering change order. Job card B asks that we check for moisture, purge if moisture is found -- if not, not applicable purge requirement on job card B. We interpreted engineering change order to, in effect, say that if moisture is found, purge as per job card B. Maintenance manual only states that purge is necessary if moisture is found.

Narrative: AN ENGINEERING CHANGE ORDER, STEP 5, REQUIRES A PURGE AND DRAIN CHK OF THE PRIMARY AND ALTERNATE PITOT STATIC SYS PER MAINT MANUAL.
