Narrative:

Flight cyow to pit. Prior to grace intersection, pit approach began vectors for ILS runway 28R. Both pilots selected ILS frequency. Due to distance from field, radios did not select inbound course automatically, outside parameters for this feature. I noticed this, selected inbound course. First officer (PF) did not. With FMS (#1) on my side and being not 'PF,' I programmed for approach and tried to identify ILS frequency and rechked proper frequency dialed in. I was monitoring approach from my side, on intercept, cleared for approach, first officer configured properly. I called out localizer alive, captured from my side, and as aircraft went through localizer, I looked at first officer's instruments as approach had to return for intercept. Aircraft did not descend, so separation to other runway was not compromised. As I was monitoring all events when I noticed first officer had not dialed localizer course in, thus intercept did not occur. Factors: both pilots prior main line air carrier company, 14+ yrs airline experience each. Thus my level of attention to his flying ability was not very intense. He was very competent. Both of us had very low experience in aircraft. Technology: 99% of the parameters exist for automatic course tuning. We always expect it. This case, it didn't happen. I was always taught in training to check it. First officer might not have had it stressed that much. I didn't check his, assuming he was checking his. Again, referencing his airline, military background. Also, I got busy doing my duties -- radio work, monitoring aircraft. I also neglected to check his side. Lastly, career event distrs -- level of attention.
