Narrative:

Discovered that the structural check fuel was not accounted for on the dispatch weight manifest. Called load planning and had them put it in. This now showed the flight was 436 pounds over maximum structural zero fuel weight. The load planner asked me to ACARS the flight to get a kid count. The captain reported 5 children on board. When the load planner applied this, the flight was now 32 pounds under maximum structural zero fuel weight.
