Narrative:

Inbound to anoka county-blaine airport from ZZZ, approximately 20 mi north, heard engine sputter. I had 3000 ft and good visual of surrounding area. I chose to bring aircraft down rather than continue to lose altitude and put myself in greater danger. I set down on road in town. Upon approach, I struck a light cable and received light damage to front lower cowling area. Air filter and carburetor are being repaired. Aircraft was left in front yard of local residence for FAA to inspect. Upon inspection, they found water in fuel due to rain fall earlier that day. Aircraft was de-winged and transported.
