Narrative:

Passenger made trip to lavatory during security lockdown after takeoff from washington national airport. Passenger felt the 30 min period was over and he was allowed to use the restroom. When he was informed that the captain had not informed the passenger it was safe and 'ok' to be up in the cabin, he argued with the flight attendant. He persisted to argue with her, taking her away from her in-flight duties. This was witnessed by passenger. Later in the flight, this gentleman wrote a note to apologize for his behavior -- still insisting that he had a right to be up in the cabin. The captain was informed of the situation and made the decision to have the flight met by the auths.
