Narrative:

I was flying on an IFR flight plan to idaho falls, identification. ZLC had radar outage in the area. Approximately 20 mi west was given clearance for the ILS runway 20 approach. A canadair regional jet that had been diverted from salt lake was informed they could expect holding at uconn, the OM for the approach. The carj reported 'minimum fuel,' and asked if there were any way they could avoid a delay. After consulting with the flight nurses, I volunteered to hold, and let the regional jet go first. I entered the hold at uconn at 9500 ft MSL VFR on top. Tops were at 8000 ft. As I turned inbound on the localizer, center informed me that the carj had cancelled IFR, and I was again cleared for the approach. At this point, I was on the localizer and just below the GS, so I intercepted and proceeded down on the ILS. I entered IMC conditions at 8000 ft. I was handed off to ida tower. Ida tower asked for a report at uconn. As I began to key the microphone for the uconn report, the carj reported at uconn. I began to leveloff, and broke out of the bases above 6700 ft. I looked out, and immediately ahead and below was the regional jet. Separation appeared to be 300 ft. I began a left turn, and performed a 360 degrees to reestablish on final. Proper separation was then established, and both aircraft landed without incident.

Title: C414 PLT REQUIRED TO INITIATE A 360 DEG TURN TO AVOID A CARJ WHEN BREAKING OUT OF CLOUDS ON APCH TO IDA, BOTH RPTING OVER THE SAME FAF INBOUND FOR LNDG.

A CANADAIR REGIONAL JET THAT HAD BEEN DIVERTED FROM SALT LAKE WAS INFORMED THEY COULD EXPECT HOLDING AT UCONN, THE OM FOR THE APCH. THE CARJ RPTED 'MINIMUM FUEL,' AND ASKED IF THERE WERE ANY WAY THEY COULD AVOID A DELAY. AFTER CONSULTING WITH THE FLT NURSES, I VOLUNTEERED TO HOLD, AND LET THE REGIONAL JET GO FIRST. I ENTERED THE HOLD AT UCONN AT 9500 FT MSL VFR ON TOP. TOPS WERE AT 8000 FT. AS I TURNED INBOUND ON THE LOC, CTR INFORMED ME THAT THE CARJ HAD CANCELLED IFR, AND I WAS AGAIN CLRED FOR THE APCH. AT THIS POINT, I WAS ON THE LOC AND JUST BELOW THE GS, SO I INTERCEPTED AND PROCEEDED DOWN ON THE ILS. I ENTERED IMC CONDITIONS AT 8000 FT. I WAS HANDED OFF TO IDA TWR. IDA TWR ASKED FOR A RPT AT UCONN. AS I BEGAN TO KEY THE MIKE FOR THE UCONN RPT, THE CARJ RPTED AT UCONN. I BEGAN TO LEVELOFF, AND BROKE OUT OF THE BASES ABOVE 6700 FT. I LOOKED OUT, AND IMMEDIATELY AHEAD AND BELOW WAS THE REGIONAL JET. SEPARATION APPEARED TO BE 300 FT. I BEGAN A L TURN, AND PERFORMED A 360 DEGS TO REESTABLISH ON FINAL. PROPER SEPARATION WAS THEN ESTABLISHED, AND BOTH ACFT LANDED WITHOUT INCIDENT.
