Narrative:

Crew was deiced in gate area due to heavy snow occurring in ewr area. Departure allocation was in effect at ewr. Crew was in line for takeoff and did a 'clean wing check' per procedure. Deice fluid had clearly failed, as evidenced by accumulating snow on the wings. Crew returned to gate, refueled and deiced again. Other air carrier aircraft were doing something called 'secondary deice' at the end of the runway. Since nothing was on our 10-7 page about this, I inquired to operations during our visit to the gate as to why this wasn't available for our company. Operations told us that our company had not contracted for this to be available for us. On the second taxi out in the heavy snow, we informed ground that we couldn't join the line like other aircraft as we couldn't use secondary deice. Ewr ground was accommodating and moved us right out to the runway and got us airborne well within published limits on the deice fluid, and after we'd done another clean wing check. Something needs to be on the 10-7 page that our company doesn't do 'secondary deice' at ewr and that our company needs to request 'expedited' handling by ATC at ewr in snow and ice otherwise our aircraft will be put in line behind other aircraft which can be deiced at the end of the runway leading to extensive taxi times and deice fluid failure.

OTHER ACR ACFT WERE DOING SOMETHING CALLED 'SECONDARY DEICE' AT THE END OF THE RWY. SINCE NOTHING WAS ON OUR 10-7 PAGE ABOUT THIS, I INQUIRED TO OPS DURING OUR VISIT TO THE GATE AS TO WHY THIS WASN'T AVAILABLE FOR OUR COMPANY.
