Narrative:

ATC told us to expect a visual into the airport. We had a 140 KT tailwind and I had repeatedly hinted to the captain to slow down things will happen fast, he was doing 250 KIAS. (He only has 1400 hours total time and almost zero PIC, he has always had a fly-along professional pilot.) at 12 mi we still did not have the airport in sight. ATC then told maintenance 9000 ft cleared ILS. By this time we were only 9 or 10 mi from the airport and things happened very fast at 350 KTS ground speed. I told the captain to turn right towards the OM. He lagged and was very far behind the airplane. At that point we broke out into clear VMC and instead of trying to tell the captain how to get back to the ILS, I requested the visual and the captain dove for the airport. That was prior to the official clearance from ATC. They commented on us not maintenance 9000 ft until OM and then cleared us the visual. Since we had all the airspace in an uncontrolled area and we were VMC, there was no danger and technically no violation. We should have slowed. We should have had the full procedure ILS ready to shoot. Other factors included ATC pushing us toward the visual, even though we asked for the ILS would be necessary further out the strong tailwinds and a very hard-headed, low time PIC also played a big role. The FAA allowing such low time owner/pilots get typed makes for a very tough situation for us professional pilots due to the fact that these rich businessmen feel they have all the ability because they have all the money. Just no training, experience or CRM abilities. I should have caught him sooner and waited for the ATC visual clearance.

Title: LOW TIME PIC OWNER PLT APCHING DEST ARPT IGNORES FLY-ALONG PROFESSIONAL PLT ADVISING OF STRONG TAILWIND AND TO SLOW ACFT.

Narrative: ATC TOLD US TO EXPECT A VISUAL INTO THE ARPT. WE HAD A 140 KT TAILWIND AND I HAD REPEATEDLY HINTED TO THE CAPT TO SLOW DOWN THINGS WILL HAPPEN FAST, HE WAS DOING 250 KIAS. (HE ONLY HAS 1400 HRS TOTAL TIME AND ALMOST ZERO PIC, HE HAS ALWAYS HAD A FLY-ALONG PROFESSIONAL PLT.) AT 12 MI WE STILL DID NOT HAVE THE ARPT IN SIGHT. ATC THEN TOLD MAINT 9000 FT CLRED ILS. BY THIS TIME WE WERE ONLY 9 OR 10 MI FROM THE ARPT AND THINGS HAPPENED VERY FAST AT 350 KTS GND SPD. I TOLD THE CAPT TO TURN R TOWARDS THE OM. HE LAGGED AND WAS VERY FAR BEHIND THE AIRPLANE. AT THAT POINT WE BROKE OUT INTO CLR VMC AND INSTEAD OF TRYING TO TELL THE CAPT HOW TO GET BACK TO THE ILS, I REQUESTED THE VISUAL AND THE CAPT DOVE FOR THE ARPT. THAT WAS PRIOR TO THE OFFICIAL CLRNC FROM ATC. THEY COMMENTED ON US NOT MAINT 9000 FT UNTIL OM AND THEN CLRED US THE VISUAL. SINCE WE HAD ALL THE AIRSPACE IN AN UNCTLED AREA AND WE WERE VMC, THERE WAS NO DANGER AND TECHNICALLY NO VIOLATION. WE SHOULD HAVE SLOWED. WE SHOULD HAVE HAD THE FULL PROC ILS READY TO SHOOT. OTHER FACTORS INCLUDED ATC PUSHING US TOWARD THE VISUAL, EVEN THOUGH WE ASKED FOR THE ILS WOULD BE NECESSARY FURTHER OUT THE STRONG TAILWINDS AND A VERY HARD-HEADED, LOW TIME PIC ALSO PLAYED A BIG ROLE. THE FAA ALLOWING SUCH LOW TIME OWNER/PLTS GET TYPED MAKES FOR A VERY TOUGH SIT FOR US PROFESSIONAL PLTS DUE TO THE FACT THAT THESE RICH BUSINESSMEN FEEL THEY HAVE ALL THE ABILITY BECAUSE THEY HAVE ALL THE MONEY. JUST NO TRAINING, EXPERIENCE OR CRM ABILITIES. I SHOULD HAVE CAUGHT HIM SOONER AND WAITED FOR THE ATC VISUAL CLRNC.
