Narrative:

Shortly after takeoff I was advised that transponder was inoperative. I was annoyed because I had just had it repaired. I elected to return for landing, or touch and go, and remain in the pattern. On downwind leg I extended the gear, as is the normal procedure. I had second thoughts about it due to other jet traffic and the fouga's slow gear speed of 150 KTS. However, I do not recall retracting the gear. I slowed to 140 KTS on base and extended full flaps. On short final, after I closed the throttles, ZZZ tower ordered me to G around. I later learned the order was given because my gear was up. I tried to go around, but with almost full fuel, and slow spin up of the engines, I was unable. The airplane touched down very smoothly, and it took a few moments for me to realize the gear was up. I closed both throttles and attempted to close both fuel shutoffs. The right engine was shut down successfully, but the left fuel shutoff was jammed short of full off. So, the left engine continued to run. I shut off all electrical and abandoned the aircraft. Fuel was pouring out and a fire erupted on the left side of the airplane. The fire department extinguished the fire and drowned out the left engine. I was unharmed and no other was on board. No property damage RESULT4ED other than to my own aircraft. I can only conclude that I did in fact retract the gear, and coupled with the distraction of the inoperative transponder and being out of sequence, I failed to extend the gear again prior to landing. This plane has no aural gear warning. Callback conversation with reporter revealed the following information: the reporter stated the gear was extended in the landing pattern and the reporter cannot recall retracting the landing gear prior to touchdown. The reporter said the tower told him to go around due to the gear not extended but the engines were too slow to spool up from idle. The reporter stated the lower fuselage skin was damaged and needs replacement but is repairable. The reporter said the landing gear position and warning did not have an aural warning.

Title: A FOUGA 170 LANDED WITH GEAR IN RETRACT POS INCURRING DAMAGE TO THE LOWER BELLY SKIN.

Narrative: SHORTLY AFTER TKOF I WAS ADVISED THAT XPONDER WAS INOP. I WAS ANNOYED BECAUSE I HAD JUST HAD IT REPAIRED. I ELECTED TO RETURN FOR LNDG, OR TOUCH AND GO, AND REMAIN IN THE PATTERN. ON DOWNWIND LEG I EXTENDED THE GEAR, AS IS THE NORMAL PROC. I HAD SECOND THOUGHTS ABOUT IT DUE TO OTHER JET TFC AND THE FOUGA'S SLOW GEAR SPD OF 150 KTS. HOWEVER, I DO NOT RECALL RETRACTING THE GEAR. I SLOWED TO 140 KTS ON BASE AND EXTENDED FULL FLAPS. ON SHORT FINAL, AFTER I CLOSED THE THROTTLES, ZZZ TWR ORDERED ME TO G AROUND. I LATER LEARNED THE ORDER WAS GIVEN BECAUSE MY GEAR WAS UP. I TRIED TO GO AROUND, BUT WITH ALMOST FULL FUEL, AND SLOW SPIN UP OF THE ENGS, I WAS UNABLE. THE AIRPLANE TOUCHED DOWN VERY SMOOTHLY, AND IT TOOK A FEW MOMENTS FOR ME TO REALIZE THE GEAR WAS UP. I CLOSED BOTH THROTTLES AND ATTEMPTED TO CLOSE BOTH FUEL SHUTOFFS. THE R ENG WAS SHUT DOWN SUCCESSFULLY, BUT THE L FUEL SHUTOFF WAS JAMMED SHORT OF FULL OFF. SO, THE L ENG CONTINUED TO RUN. I SHUT OFF ALL ELECTRICAL AND ABANDONED THE ACFT. FUEL WAS POURING OUT AND A FIRE ERUPTED ON THE L SIDE OF THE AIRPLANE. THE FIRE DEPT EXTINGUISHED THE FIRE AND DROWNED OUT THE L ENG. I WAS UNHARMED AND NO OTHER WAS ON BOARD. NO PROPERTY DAMAGE RESULT4ED OTHER THAN TO MY OWN ACFT. I CAN ONLY CONCLUDE THAT I DID IN FACT RETRACT THE GEAR, AND COUPLED WITH THE DISTR OF THE INOP XPONDER AND BEING OUT OF SEQUENCE, I FAILED TO EXTEND THE GEAR AGAIN PRIOR TO LNDG. THIS PLANE HAS NO AURAL GEAR WARNING. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE GEAR WAS EXTENDED IN THE LNDG PATTERN AND THE RPTR CANNOT RECALL RETRACTING THE LNDG GEAR PRIOR TO TOUCHDOWN. THE RPTR SAID THE TWR TOLD HIM TO GO AROUND DUE TO THE GEAR NOT EXTENDED BUT THE ENGS WERE TOO SLOW TO SPOOL UP FROM IDLE. THE RPTR STATED THE LOWER FUSELAGE SKIN WAS DAMAGED AND NEEDS REPLACEMENT BUT IS REPAIRABLE. THE RPTR SAID THE LNDG GEAR POS AND WARNING DID NOT HAVE AN AURAL WARNING.
