Narrative:

While reviewing the dispatch release for flight from ZZZ, we noticed an MEL on aircraft #XXX. The MEL number 27-7 stated that, 'when deactivating the automatic-speed brake system with blended winglets installed, the speed brake load alleviation system must be considered inoperative. See MEL 27-20 speed brake load alleviation system (blended winglets).' maintenance and dispatch believed that an MEL was not required to be added to the release to cover a system that could no longer be considered operative. I read the above to say that an MEL should be annotated on the release for 27-20. This note should be clarified one way or the other.

Title: A B737-700 WAS DISPATCHED IN NON COMPLIANCE WITH THE AUTO SPD BRAKE SYS DEFERRED AS INOP PER THE MEL. MEL REQUIRED SPD BRAKE LOAD ALLEVIATION TO BE CONSIDERED INOP. SYS NO LONGER OPERATIVE.

Narrative: WHILE REVIEWING THE DISPATCH RELEASE FOR FLT FROM ZZZ, WE NOTICED AN MEL ON ACFT #XXX. THE MEL NUMBER 27-7 STATED THAT, 'WHEN DEACTIVATING THE AUTO-SPD BRAKE SYS WITH BLENDED WINGLETS INSTALLED, THE SPD BRAKE LOAD ALLEVIATION SYS MUST BE CONSIDERED INOP. MAINT AND DISPATCH BELIEVED THAT AN MEL WAS NOT REQUIRED TO BE ADDED TO THE RELEASE TO COVER A SYS THAT COULD NO LONGER BE CONSIDERED OPERATIVE. I READ THE ABOVE TO SAY THAT AN MEL SHOULD BE ANNOTATED ON THE RELEASE FOR 27-20. THIS NOTE SHOULD BE CLARIFIED ONE WAY OR THE OTHER.
