Narrative:

I had filed on ADIZ flight plan through the elkins FSS to have an initial start point over warrenton, va airport (W66) direct leesburg, va (jyo). Upon arrival 4 mi southeast of W66, I called potomac approach on 120.82. I was given a squawk code. I entered it into the transponder and, within 10 seconds, pct said, 'radar contact, 3 NM southeast of W66...continue to manassas...remain clear of class B.' the controller had been working a couple other aircraft in the area en route to manassas and cleared me to manassas even though I had said jyo-leesburg. I responded 'xyz, that would be jyo and will remain clear of class B.' the controller stated, 'xyz, my mistake...continue to jyo.' I replied 'xyz.' everything was normal until around middleburg when I received a call from the same controller saying 'he was given a number for me to call when you get down on the ground at leesburg.' I was then handed off to frequency, 120.45, acknowledged and asked to report leesburg in site. Did so and landed at jyo. Upon arrival at jyo I called the number. I was told that they were informed that an aircraft was in the area squawking 1200 and thought it was me. I stated I was under ATC contact with my assigned code as radar acknowledged by ATC before being allowed to enter the ADIZ and during my flight within the ADIZ. The person on the phone said he is just following orders and could do nothing at that time. If I was on a 1200 code, which I was not, and had no reason to be, why would I be allowed to continue into the ADIZ by ATC? Somebody messed up and it sure wasn't me.

Title: AN RV8 PLT ON AN ADIZ FLT PLAN, SQUAWKING HIS ASSIGNED CODE, WAS ACCUSED BY PCT OF ENTERING THE DC ADIZ WITHOUT PERMISSION ON A 1200 CODE.

Narrative: I HAD FILED ON ADIZ FLT PLAN THROUGH THE ELKINS FSS TO HAVE AN INITIAL START POINT OVER WARRENTON, VA ARPT (W66) DIRECT LEESBURG, VA (JYO). UPON ARR 4 MI SE OF W66, I CALLED POTOMAC APCH ON 120.82. I WAS GIVEN A SQUAWK CODE. I ENTERED IT INTO THE XPONDER AND, WITHIN 10 SECONDS, PCT SAID, 'RADAR CONTACT, 3 NM SE OF W66...CONTINUE TO MANASSAS...REMAIN CLR OF CLASS B.' THE CTLR HAD BEEN WORKING A COUPLE OTHER ACFT IN THE AREA ENRTE TO MANASSAS AND CLRED ME TO MANASSAS EVEN THOUGH I HAD SAID JYO-LEESBURG. I RESPONDED 'XYZ, THAT WOULD BE JYO AND WILL REMAIN CLR OF CLASS B.' THE CTLR STATED, 'XYZ, MY MISTAKE...CONTINUE TO JYO.' I REPLIED 'XYZ.' EVERYTHING WAS NORMAL UNTIL AROUND MIDDLEBURG WHEN I RECEIVED A CALL FROM THE SAME CTLR SAYING 'HE WAS GIVEN A NUMBER FOR ME TO CALL WHEN YOU GET DOWN ON THE GND AT LEESBURG.' I WAS THEN HANDED OFF TO FREQ, 120.45, ACKNOWLEDGED AND ASKED TO RPT LEESBURG IN SITE. DID SO AND LANDED AT JYO. UPON ARR AT JYO I CALLED THE NUMBER. I WAS TOLD THAT THEY WERE INFORMED THAT AN ACFT WAS IN THE AREA SQUAWKING 1200 AND THOUGHT IT WAS ME. I STATED I WAS UNDER ATC CONTACT WITH MY ASSIGNED CODE AS RADAR ACKNOWLEDGED BY ATC BEFORE BEING ALLOWED TO ENTER THE ADIZ AND DURING MY FLT WITHIN THE ADIZ. THE PERSON ON THE PHONE SAID HE IS JUST FOLLOWING ORDERS AND COULD DO NOTHING AT THAT TIME. IF I WAS ON A 1200 CODE, WHICH I WAS NOT, AND HAD NO REASON TO BE, WHY WOULD I BE ALLOWED TO CONTINUE INTO THE ADIZ BY ATC? SOMEBODY MESSED UP AND IT SURE WASN'T ME.
