Narrative:

For the past three to four yrs I have received serious radio side-clutter on frequencies between burbank tower eastbound to el monte tower and occasionally on socal approach frequency 135.05 while IFR on V-186 between burbank and el monte. The problems range from a 'white noise-squelch' type of sound south and southeast of burbank to an incursion of a latin FM station north and northwest of el monte. These radio interruptions make it extremely hard to hear transmitted instructions and constitute a hazard to flight over densely populated areas. My radio experts at (vny) have repeatedly checked my transmitters and haven't found any problems. The latest event occurred today at 2500 MSL 2 mi southeast of the rose bowl with a brand new radio. Frequencies involved are: bur tower to the southeast 118.7. We often have to use the helicopter frequency of 132.325 to get through below 3000 southeast of bur. Emt tower to north and northwest 121.20. There is a latin FM station that bleeds into the tower frequency. Socal approach V-186 east/southeast 135.05. There is occasional background clutter noise and FM bleed from south of the rose bowl to over emt at 5.0 on V-186. It is extremely difficult to hear transmitted instructions in this area which constitutes a risk to aviation and ground safety in the area. One theory has been serious radio bleed from a jet propulsion laboratory transmitters which are putting out gigawatts.
