Narrative:

The ILS for runway 5 at coe has had the minimum visibility required for the approach changed by NOTAM. This NOTAM is well over 1 yr old. The approach plate has not been permanently changed. The only way a pilot has of getting the information in that yr old NOTAM, is to have the current book of fdc notices. That is not always available. We wish that there would be a permanent revision to the approach plate in order to avoid someone operating on the approach with less than minimum prescribed visibility.
