Narrative:
During approach into chs, approach runway 3 VOR DME. When within 10 DME of the VOR, a descent is permitted from 1600 ft MSL to 1100 ft MSL. When within 4 DME of the VOR, a descent is permitted from 1100 ft MSL to 400 ft MSL. I unintentionally descended to 420 ft MSL prior to 4 DME. All other parts of the approach and landing were normal.
