Narrative:

I was in right seat of a C172M. My student and I departed ptk on a touch and go. A C152 was cleared into position and hold, and then for takeoff with a right turn to the north outside of our aircraft's flight path. (Right traffic is standard for runway 27R.) while on downwind, we saw the C152 pass about 150 ft directly in front of us. No advisory was provided by ptk tower. The student pilot in the C152 is from a foreign country, and may have misunderstood 'outside the cessna on upwind.' but I believe he did not see us and turned early. No xmissions were made by either pilot. There was very little we could see because we just came out of our turn. The C152 should not have turned early without having us in sight.

(R TFC IS STANDARD FOR RWY 27R.) WHILE ON DOWNWIND, WE SAW THE C152 PASS ABOUT 150 FT DIRECTLY IN FRONT OF US. NO ADVISORY WAS PROVIDED BY PTK TWR. THE STUDENT PLT IN THE C152 IS FROM A FOREIGN COUNTRY, AND MAY HAVE MISUNDERSTOOD 'OUTSIDE THE CESSNA ON UPWIND.' BUT I BELIEVE HE DID NOT SEE US AND TURNED EARLY. NO XMISSIONS WERE MADE BY EITHER PLT. THERE WAS VERY LITTLE WE COULD SEE BECAUSE WE JUST CAME OUT OF OUR TURN. THE C152 SHOULD NOT HAVE TURNED EARLY WITHOUT HAVING US IN SIGHT.
