Narrative:

When landing gear was lowered during visual approach to phx, no gear down indications were displayed, nor were there gear unsafe indications. A go around was initiated at 2000 ft. A light test was conducted and all gear lights found inoperative. Delay vectors were requested and maintenance contacted. Circuit breaker 'sect 5' found open. Emergency authority/authorized was exercised after discussion with maintenance and circuit breaker was closed. Light system was restored and all system checked normal. Resetting an open circuit breaker is a violation of the flight manual.

Title: ACR CREW HAD NO LNDG GEAR INDICATION AFTER LOWERING THE LNDG GEAR.

Narrative: WHEN LNDG GEAR WAS LOWERED DURING VISUAL APCH TO PHX, NO GEAR DOWN INDICATIONS WERE DISPLAYED, NOR WERE THERE GEAR UNSAFE INDICATIONS. A GAR WAS INITIATED AT 2000 FT. A LIGHT TEST WAS CONDUCTED AND ALL GEAR LIGHTS FOUND INOP. DELAY VECTORS WERE REQUESTED AND MAINT CONTACTED. CIRCUIT BREAKER 'SECT 5' FOUND OPEN. EMER AUTH WAS EXERCISED AFTER DISCUSSION WITH MAINT AND CIRCUIT BREAKER WAS CLOSED. LIGHT SYS WAS RESTORED AND ALL SYS CHKED NORMAL. RESETTING AN OPEN CIRCUIT BREAKER IS A VIOLATION OF THE FLT MANUAL.
