Narrative:

Routine paperwork surveillance noticed that rii inspection sign-off was not completed (per far 135 regulations on a 10 or more seat aircraft). Contacted the repair station that performed the inspections to address the rii inspection status via their work order system. During this follow-up, gained information that the standby altimeter and standby airspeed indicator had failed (out of tolerance) their 24-month calibration check. The repair station informed FBO X that they had presented this information to the maintenance technician representing and responsible for that aircraft. Further investigation revealed that the technician had failed to correct the discrepancies with the standby altimeter and standby airspeed indicator and released the aircraft to service for a part 91 repos flight. FBO X has taken the following action in response to this incident: 1) general maintenance manual is being revised to direct all third party maintenance log entries to be reviewed by either the director of maintenance or director of quality assurance prior to releasing the aircraft to service. 2) the responsible technician was removed from the position of managing that or any other aircraft operated by FBO X.

Title: A FALCON 900EX WAS DISPATCHED ON A POSITIONING FLT IN NON COMPLIANCE WITH A REQUIRED INSPECTION ITEM NOT ACCOMPLISHED AND UNCORRECTED RPTS ON THE STANDBY ALTIMETER AND AIRSPD INDICATOR.

THE REPAIR STATION INFORMED FBO X THAT THEY HAD PRESENTED THIS INFO TO THE MAINT TECHNICIAN REPRESENTING AND RESPONSIBLE FOR THAT ACFT.
