Narrative:

Received bag slip shortly before departure at jfk indicating that we had 2204 pounds of bags. At rotation, I noted that the trim setting was clearly incorrect. The aircraft seemed to be heavier aft than calculated. After arriving in ZZZ the ramp personnel indicated that the bag weight seemed excessive. The ZZZ ramp calculated the bag weight to be in excess of 3300 pounds. Supplemental information from acn 592531: the cargo slip was received from jfk ground personnel prior to the closeout. The cargo slip indicated that the load was 2204. After landing at ZZZ. One of the ramp people said that the bags are way over weight. He asked what jfk indicated the weight to be, and said that he was going to recalculate what he thought the actual weight was. The actual calculated weight from ZZZ ground crew put the cargo weight over 3300 pounds. Approximately 1095 pounds. Over the maximum limit per aom (limitations section). Callback conversation with reporter revealed the following information: reporter stated that he was much more concerned about the 'massive cg problem' caused by the baggage weight error than he was about being over the takeoff weight. Reporter said that the trim was so far out that he had to push the elevator all the way against the forward stops to recover from the nose up pitch on takeoff. Reporter also stated that the baggage loaders at jfk are supposed to double the baggage weight if a bag feels heavier than the standard assigned weight. Reporter stated that the ramp personnel at the destination airport said that they weighed the bags to determine the weight reported to the flight crew. Reporter feels that the baggage loading is a 'competitive' issue in that his air carrier does not wish to keep passengers from having all of their bags loaded.

Title: EMJ FLT CREW EXPERIENCES NOTICEABLE ACFT CG ON DEP FROM JFK. ACFT IS FOUND TO BE IN EXCESS OF 1000 LBS. OVERWT AT DESTINATION.

THE ACFT SEEMED TO BE HEAVIER AFT THAN CALCULATED. AFTER ARRIVING IN ZZZ THE RAMP PERSONNEL INDICATED THAT THE BAG WT SEEMED EXCESSIVE. THE ZZZ RAMP CALCULATED THE BAG WT TO BE IN EXCESS OF 3300 LBS. SUPPLEMENTAL INFO FROM ACN 592531: THE CARGO SLIP WAS RECEIVED FROM JFK GND PERSONNEL PRIOR TO THE CLOSEOUT. THE CARGO SLIP INDICATED THAT THE LOAD WAS 2204. AFTER LNDG AT ZZZ. ONE OF THE RAMP PEOPLE SAID THAT THE BAGS ARE WAY OVER WT. HE ASKED WHAT JFK INDICATED THE WT TO BE, AND SAID THAT HE WAS GOING TO RECALCULATE WHAT HE THOUGHT THE ACTUAL WT WAS. THE ACTUAL CALCULATED WT FROM ZZZ GND CREW PUT THE CARGO WT OVER 3300 LBS. APPROX 1095 LBS. OVER THE MAX LIMIT PER AOM (LIMITATIONS SECTION). CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE WAS MUCH MORE CONCERNED ABOUT THE 'MASSIVE CG PROBLEM' CAUSED BY THE BAGGAGE WT ERROR THAN HE WAS ABOUT BEING OVER THE TKOF WT. RPTR SAID THAT THE TRIM WAS SO FAR OUT THAT HE HAD TO PUSH THE ELEVATOR ALL THE WAY AGAINST THE FORWARD STOPS TO RECOVER FROM THE NOSE UP PITCH ON TKOF. RPTR ALSO STATED THAT THE BAGGAGE LOADERS AT JFK ARE SUPPOSED TO DOUBLE THE BAGGAGE WT IF A BAG FEELS HEAVIER THAN THE STANDARD ASSIGNED WT. RPTR STATED THAT THE RAMP PERSONNEL AT THE DESTINATION ARPT SAID THAT THEY WEIGHED THE BAGS TO DETERMINE THE WT RPTED TO THE FLT CREW. RPTR FEELS THAT THE BAGGAGE LOADING IS A 'COMPETITIVE' ISSUE IN THAT HIS ACR DOES NOT WISH TO KEEP PASSENGERS FROM HAVING ALL OF THEIR BAGS LOADED.
